 Abstract 

The article discusses the possibility of introducing additional restrictions on human rights associated with the development of information technologies. It is shown that social networks have become a massive means of communication, which are used, among other things, to achieve criminal goals (including by terrorist organizations). It is highlighted that in many countries of the world the Telegram messenger is designated as often used by terrorists to propagandize and disseminate information about their activities (confirmed by extracts from official reports of the authorities). The confrontation between the Telegram messenger and the Russian authorities was considered. The article also discusses the concept of security as a constitutional value and the basis for introducing additional restrictions. The need to find a balance between values such as human rights, security of the state and society is pointed out.
